Introduction

Wales is required to deliver action for priority species and habitats in order to provide resilient, functional ecosystems and meet biodiversity targets including all species and habitats listed for Section 42 of the Natural Environment and Rural Communities (NERC) Act 2006. It aims to build on the strengths of the UK Biodiversity Action Plan (BAP) process, address some of its weaknesses, in particular by improving the integration of habitat and species-based work, strengthening support for national and local levels of delivery and developing the ecosystem approach.

Future of BAP Regional Workshops

The feedback from the Regional Future of BAP Seminars has been collated and organised to ensure that key messages are picked up and used to inform the roles and responsibilities section of the New BAP Mechanism Document and help us develop protocols for working between different groups.

The information from questions 1 - 4 has been arranged under headings to aid interpretation and the key messages identified in question 5 have either been allocated to a group/s in the new structure or identified as 1 of 2 cross cutting themes (BARS/Resources).

Ecosystem Groups

The nine ecosystem groups will bring together habitat and relevant associated species interests at the Wales level. They will largely be made up of experts from relevant organisations, NGOs and LBAPs, and will be charged with driving the delivery of priority habitat targets including those associated with relevant species by identifying and, where appropriate, carrying out the most important actions required by the group as a whole

Policy Group

The Policy Group brings together all the policy actions from the species signposting exercise from the Wales Ecosystem Groups and from the Wales Species Expert Group. The Wales Policy Group will be composed of representatives from the policy sector in Wales, with one or two habitat and species representatives. Focussing all the policy effort through one group will help to overcome one of the main constraints to achieving biodiversity action that was identified in previous BAP reporting rounds. Policy actions from species and habitats can be brigaded into common themes for more efficient implementation and solutions, than if dealt with by each habitat or species group individually.

Species Expert Group

The Species Expert Group is tasked with preventing the limited number of species experts in Wales and the UK from receiving multiple queries from each habitat group regarding species action. The group will consist of 1 or 2 experts from each broad taxonomic group. They will provide advice in response to queries from habitats groups in relation to habitat management requirements for particular groups or individual species. They will often be able to provide a reference to relevant documentation, help when resolution of conflicting requirements arise and develop or commission guidance where it is missing. The group will be seen as a source of information and a link to relevant UK groups and experts.

Section 42 Species online identification guide

The Section 42 Species of principle importance to Wales is now available with clickable links to online identification guides. With the range of online guides now available, the species expert group (SEG) decided rather than spending more money on work that had already been done elsewhere, we should draw as many of the available links together as possible. There are still some species for which ID information is not easily available and SEG will look into the need for ID sheets to be developed for these species. Other sites may also be available, so please inform us using “contact us” if any links have been missed and we will update the document.

Section 42 Species Actions and Targets

The new Species Lead Partners are currently working on targets and actions for Section 42 species and habitats. This work is being done by a small number of dedicated experts in addition to their ‘day job’ and it has been impossible to keep to the ambitious deadlines set in the original timetable. The Future of BAP Wales Biodiversity Partnership Task and Finish group met on February 23rd and decided that the most effective way to progress this work was to clarify the process for agreeing and publishing the targets and actions to ensure everyone knows what to expect and how to participate. This is set out below

Wales level priority Actions:

  • Proposed actions published on the WBP website for a 6 week consultation process managed by the lead partner (by the Marine Ecosystem Group in the case of marine actions)
  • E-mail alert to LBAP partnerships, WBP and the species Lead Partner that the consultation period has started
  • Comments sent to the named Lead Partner
  • Lead partner updates /amends proposed actions
  • Final action templates are added to the BARS advisory pages.
  • Once agreements has been secured on who is taking an action forward it will be added to the BARS database as an agreed action

Wales level Targets:

  • To be agreed by lead partners and published on the BARS advisory pages (by the Marine Ecosystem Group in the case of marine targets)
  • An e-mail will be sent to LBAP Partnerships, WBP and the Lead Partner to inform them that the targets have been published
  • Will over time be uploaded onto BARS as Wales level targets

To start this process off we have decided to re-publish the proposed actions for the 1st tranche of Lepidoptera, the original BAP vascular plant species and the Mammals for formal consultation. An e-mail will be circulated to let as many people as possible know this is happening. The consultation will close on April 12th.
